At RTI, Kathryn Spagnola and Neeraja Sathe coordinated all efforts that led to the final substate regions, including initial contact and follow-up with States, production of maps, and substate estimates. Ralph Folsom was responsible for the overall methodology and estimation for the model-based Bayes estimates and prediction intervals. Akhil Vaish, Neeraja Sathe, and Kathryn Spagnola were responsible for the estimation and analysis. Bill Wheaton, Justine Allpress, Ross Curry, and Maggie O'Neil were responsible for the mapping. Mary Ellen Marsden provided substantive review. Kathryn Spagnola and Brenda Porter generated the tables. Kathryn Spagnola also provided oversight for production of the report. Richard S. Straw edited the report, with QC help from Richard Hair, and Joyce Clay-Brooks formatted its text and tables. Web files were prepared by Pamela Couch Prevatt, Teresa G. Bass, Cassandra Carter, and Wendy Broome at RTI and Beatrice Rouse at SAMHSA.
