States listed here in alphabetical order within each group were divided into five groups based on the magnitude of their percentages. States in the highest group (7.37 to 9.66 percent) were Arizona, Arkansas, Georgia, Kansas, Kentucky, Michigan, Oklahoma, Rhode Island, Washington, and West Virginia. States in the next highest group (7.01 to 7.36 percent) were Idaho, Louisiana, Maine, Minnesota, Mississippi, Montana, Tennessee, Utah, and Virginia. States in the mid group (6.48 to 7.00 percent) were Alabama, California, District of Columbia, Missouri, Nebraska, New Mexico, New York, North Carolina, Ohio, Oregon, South Carolina, and Vermont. States in the next lowest group (6.15 to 6.47 percent) were Alaska, Colorado, Iowa, Massachusetts, Nevada, North Dakota, Pennsylvania, South Dakota, Texas, and Wyoming. States in the lowest group (4.21 to 6.14 percent) were Connecticut, Delaware, Florida, Hawaii, Illinois, Indiana, Maryland, New Hampshire, New Jersey, and Wisconsin.
